Plans are underway for our team to head west to the Esri International User Conference. We’ll be in sunny San Diego from July 11 through 15 to collaborate with the world’s leading GIS development team, network with our clients and attend educational workshops (including those presented by our clients listed below) to enhance our GIS knowledge.

Signs, Signs, Everywhere There’s Signs – Covington Asset Management Project

The presentation describes the process of creating an Asset Management Inventory for the City of Covington, Kentucky, by using ArcPad on Trimble GPS units for collecting points and information for specific assets (city maintained signs, sidewalk and curb damaged areas, ADA curb ramps and sidewalk basements). Also discussed are how ArcMap is used by field collectors to plan data collection routes; and how sidewalks were digitized using ortho and oblique imagery. Issues, such as, weak GPS signals, GPS memory limitations, ArcStudio form design space, hardware malfunctions and field data collection issues are discussed so others can learn from our experiences. The results of the project are included in the presentation, as well as, how the resulting data is being used by the City of Covington.

 

Determining and Analyzing Storm Water Outfalls Using GIS

SD1 is a regional agency in Northern Kentucky that manages the treatment of waste water. Since 2003, SD1 has also played a large role in managing storm water for thirty-three municipalities within its jurisdiction. Recently, the vast majority of these governments transferred their storm water infrastructure to SD1. Now that ownership was established for these physical assets, it was necessary, using a certain set of criteria, to establish which outfalls were considered ‘major’ thus warranting inspection in order to meet NPDES Phase II Storm Water regulations. Additionally, ownership for the open outfalls to Waters of the Commonwealth had to be established. This paper will discuss how GIS played a role in first determining where the outfalls discharged, second, how ownership of open outfalls was established, and finally how through the use of Spatial Analyst, the area that drained to these open outfalls was calculated.

 

Improving Integrated Storm Water Master Planning: Plan Smarter

Most storm water master plans incorporate GIS technology to some extent. We present an example of how GIS can be efficiently used to save time and resources during storm water master planning and the implementation of a capital improvement plan, in Park City, Utah. In an effort to design and standardize data layers and streamline Park City’s storm water efforts, we developed an SDSFIE-based template for storm water master plans. The geo-database includes underground infrastructure, surface features and a “time-aware” water quality monitoring dataset for Cadmium (Cd) and Zinc (ZN). Time-aware maps of up/downstream Cd/Zn help in evaluating the City’s TMDL benchmarks and reviewing the effectiveness of engineering and institutional controls. The template uses pipe age, size, material and soil type as a multi-faceted criteria to prioritize field televising for pipe condition assessment. The application consists of desktop application with customized tools, a mobile GIS application and a web portal.

 

GIS and Asset Management: a Cost Efficient Enterprise Solution

Utilities are facing significant challenges and opportunities in developing cost effective business processes for managing infrastructure and assets. Central to that task is the development of accurate and easily accessible asset related information. Whether it is cost, criticality, condition, life expectancy, or decision support – GIS tools and technologies are at the core of the design. This paper will explore building an Asset Management System by expanding the existing water model which facilitates the horizontal assets to integrate our vertical assets on top of it. This combined data structure provides a GIS centric data management system. In addition, we are expanding the realized business process improvements and implementing it on ESRI mobile technology to allow the field crews to create work orders on assets seamlessly in the field. Last but not lease, GIS provide tools to make cost efficient business decision.
